He was born in the Sint-Amandstraat in Bruges and was a son of watchmaker August Van Neste and Virginie Zwaenepoel. He was a nephew of Hendrik Pickery and a nephew and pupil of Florimond Van Acker (1858-1940). He studied at the art academies of Bruges and Antwerp and later became a teacher there.
He painted picturesque spots in Bruges and Antwerp and also did so in Brittany and Venice. He designed images for processions.
He became Antwerp's most famous poster designer and also designed stamps, costumes and books. He illustrated the book De leeuw van Vlaanderen by Hendrik Conscience (1912) and designed the book covers for three books by Guido Gezelle for publisher LJ Veen in Amsterdam.
He was a friend of Peter Benoît, whose death mask he drew, commissioned by the city council of Antwerp.
