Ruth Elsa Fischer was born on September 13, 1913 in Hamburg. She had Czech nationality through her Jewish father. She grew up in Hamburg and started her education in 1933 at the Kunstschule Gerda Koppel. From 1935 she took lessons from Friedrich Adler. In 1937 her parents emigrated to the Netherlands, Fischer followed her family in 1939. In Amsterdam she continued her education at the Nieuwe Kunstschool. In order to support herself, she took on many different assignments during the war. For example, she designed fabrics and produced usage graphics.
Fischer's free work has been purchased by various museums, including the Museum of Modern Art in Arnhem, the Gemeentemuseum in The Hague and the Rijksmuseum in Amsterdam.
